Background of the Study
Fund misappropriation remains a significant issue in the management of public funds, particularly in Nigeria’s education sector. Public primary schools, being a primary foundation for children’s education, face several challenges when it comes to the proper allocation and management of funds. In Anambra State, public primary schools have been reported to suffer from inadequate financial resources, which are often exacerbated by misappropriation of funds intended for school development. This mismanagement hampers the improvement of infrastructure, teaching materials, and overall quality of education.
Public schools in Anambra State receive government funding through various channels, including state and local government allocations, but corruption, inefficiency, and lack of transparency often result in the diversion or improper use of these funds. Fund misappropriation in these schools not only stunts their physical development but also deprives students of the necessary resources for a quality education, thus perpetuating the cycle of underperformance. Research has indicated that this financial mismanagement contributes significantly to the deterioration of infrastructure, poorly equipped classrooms, and an overall decline in educational outcomes (Chukwuma, 2023).
This study aims to investigate the impact of fund misappropriation on the development of public primary schools in Anambra State, focusing on the extent to which misappropriated funds affect school infrastructure, educational materials, and the quality of teaching and learning. By exploring these relationships, this research will provide insights into how improved financial accountability can lead to better educational outcomes.
Statement of the Problem
Fund misappropriation in public primary schools in Anambra State has led to underfunded schools, poorly maintained infrastructure, and insufficient teaching materials. These problems directly hinder the development of these schools, affecting not only the physical environment of the schools but also the overall quality of education provided to students. The impact of mismanagement in the allocation of funds compromises the potential for these schools to provide quality education and hampers the broader development objectives set by the government.
Despite the importance of addressing fund misappropriation in education, there is limited research specifically exploring its impact on the development of public primary schools in Anambra State. This study seeks to fill this gap by analyzing how misappropriation affects school development and the subsequent quality of education.

Scope and Limitations of the Study
This study will focus on public primary schools in Anambra State, Nigeria, and will assess how fund misappropriation affects the development of these schools. Data will be collected through surveys and interviews with school administrators, financial officers, and education stakeholders. Limitations include potential difficulties in accessing detailed financial records due to privacy concerns, and reliance on self-reported data, which may be subject to bias.
